FWIW, I see America as a freight train moving on down the line, and the president's seat is on top of the engine at the front, with a steering wheel.
Being a train, it's obviously not connected to anything. What does happen though, is that the switchmen (legislative branch) can see el presidente perched on top, spinning that wheel furiously in one direction or the other, and flip the lever for a different track.
And to conclude, once the train runs on it's spur, the president gets to take credit for it. Am I right? (Judicial branch is the engineer, sees the wrong track's been taken he gets to throw the brakes and back up to the switch line again)
